[Bug]: Missing Azure Registration #108

Describe the bug
When executing the notebooks in a new subscription, it may be that necessary providers are not yet registered. Consequently, deployments fail but without necessary information as to what may have failed.
To Reproduce
- Execute an infrastructure notebook in a new subscription.
Expected behavior
We need to identify the required registrations, list them as prerequisites in the root README.md, mention potential failures and solutions in TROUBLESHOOTING.md, and, ideally, create a setup\setup_azure script that checks for and performs any missing registration. Look to the az registration CLI.
