[Feature]: Prompt for Infrastructure creating Sample #80

Describe the feature
When a sample that references an infrastructure and an index is run but said combination is not found, we should prompt the user with choices:
- The sample defines supported infrastructures. Query for what's available (and supported) and present the user options to select dynamically.
- Allow the user to create the new infrastructure and index combination.
- Provide exit option.
Improvement to Project
Infrastructures and samples are still a bit disconnected. This ties things together much more easily.
