[Scenario]: Add sample to show internal mode deployment of a multiple region APIM

Describe the scenario

Sample should show an internal networking on how you can deploy a multi region APIM. It should contain all the parts needed to deploy this (Application gateways, Network Security Groups and Routing)

Improvement to Project

The networking is quite advanced for a sample repo, but its hard to find a good end to end sample on these setups. It is good that its part on a bigger samples repo
