- Add YAML frontmatter with metadata
- Add Responsible AI section
- Add Legal section with Security reference
- Add Trademark Notice
- Reorganize structure to match hve-core patterns
Acceptance Criteria
- Security policy follows Microsoft standards
- Dependabot configured for all package ecosystems
- README includes required legal notices
