SpecialFeatureOrQuotaIdRequired: The subscription does not have QuotaId/Feature required by SKU 'S0' from kind 'OpenAI'

Region is East-US, though I'm in West-Europe (but that is a prereq).
Found an article that I should/could change the template to SKU 1 instead of S0. Found that in template, but template is read-only(?)

Yes, it was some kind of approval Microsoft support had to give. They didn't clarify what exactly this approval contained.

This form didn't help on my case, but it could be because we have more than one user.

I had the same and was able to resolve by deleting one of the OpenAI service resources and purging it from the deleted section.

I have seen other threads like this end well after requests to Microsoft for more quota. You may also do well out of trying a different region if that is an option for you, this quota looks regional.

Thank you for opening this issue back in 2023. The deployment failure (SpecialFeatureOrQuotaIdRequired / quota approval) was due to Azure OpenAI regional quota and feature approval requirements at the time, not a defect in this sample’s Bicep templates.

Since then, Azure OpenAI onboarding and quota management have stabilized, and our documentation now covers quota and regional/feature considerations. Relevant docs:

• deploy_troubleshooting.md (quota & region errors)
• productionizing.md (quota monitoring & retry/backoff)
• deploy_freetrial.md (working within low quotas)
• deploy_features.md (how to adjust or reuse existing OpenAI deployments/models instead of creating new ones)

Because the resolution path is now clearly documented and handled through subscription approval or selecting an approved region/SKU (rather than needing code changes here), we’re closing this as obsolete.

If you still encounter this exact error using the latest version of the repo and current Azure OpenAI approval process, please open a new issue with your azd version, region, and the exact error text.
