Add support for ACLs on the indexer in cloud ingestion

Developers would like to use our ACLs feature with cloud ingestion. Now that the AI Search support for ACLs is baked in, it should be fairly easy to enable that, by optionally enabling ACLs on the Blob Indexer (which already supports ADLSv2).

Does this entail that if I use cloud ingestion I can not assign user or group oids to a document to ensure ACLs?
