Purpose

Fixes #2478

This upgrades the Bicep versions of resources. We have another PR to replace storage module with avm storage, but may as well upgrade this module while that's pending. I think we can merge that now/soon though, as avm made the fix we were waiting for.

Does this introduce a breaking change?

When developers merge from main and run the server, azd up, or azd deploy, will this produce an error?
If you're not sure, try it out on an old environment.
