All regions links to https://westus.dev.cognitive.microsoft.com/docs/services/ are giving 503 errors and have been for weeks.

Minimal steps to reproduce

Visit the site https://westus.dev.cognitive.microsoft.com/docs/services/ and get a 503

Expected/desired behavior

The sites globally need to be restored. (e.g. also the uksouth version)
