feat: Extend OCI artifact support to Linux VHDs

Support for using OCI artifacts as components was added only for Windows VHDs. This should support should extended to Linux VHDs as well.

Update install-dependencies.sh to process the newly added OCIArtifact type.

@djsly Only the oras tool is available for Linux, not the ability to add a component dependency to Linux VHDs from an OCI artifact using the OCIArtifact type.

For example, if an entry is added to components.json under the OCIArtifacts array that targets a Linux SKU, it will be ignored because code hasn't been added to process those items for Linux VHDs, only Windows VHDs.
