Set TacitRed solution version to 3.0.0

Update solution version from 3.0.1 to 3.0.0 across the TacitRed solution: adjust Version in Data/Solution_TacitRed.json and _solutionVersion in Package/mainTemplate.json, and update the packaged 3.0.0.zip. Ensures metadata and packaged template are consistent with the 3.0.0 release.
