Create AKS Project Button: Fix heading elements

This issue an a11y issue related to workflow Create AKS Project #194

Description:
When following the Create Project workflow in AKS desktop, clicking the "+ Create Project" button at the main tab of the project view displays the "Create a Project" modal. Within this modal, the "New Project" option has been flagged with the following a11y issue:

"Heading elements are not in a sequentially-descending order"

How to Test:

• Navigate to the Projects tab
• Click the "+ Create Projects" button
• Use inspect tools and open Lighthouse
• Scan at this view
