Create test for custom accept header

Create a test that verifies that the user can supply a custom accept header on a request. The "success" value should be a value not listed in the operation "produces" to ensure that there is no validation done on the client-side.

A good model is the `media_types.json` and `legacy/routes/media-types.js`.
