Allow the ability to create a SP with specific ID from the Azure Portal UI

To my knowledge, to create a SP with a specific ID from an external tenant, you have to either use CLI (or a Terraform wrapper or similar)
There is no way to accomplish this command from the Azure Portal UI

Allow the ability to define a specific SP ID when creating from the Azure Portal UI

Describe alternatives you've considered
Using Terraform, Cloud shell, or Azure CLI all work, but the same functionality should exist in the UI
