[Bug] az artifacts universal download: Bad CPU type in executable: 'artifacttool'

Describe the bug

• When using az artifacts universal download command on apple silicon M2 machine, I get the following error.
• The azcli is downloaded via homebrew using Formula, Not the API.

[Errno 86] Bad CPU type in executable: '/Users/ansible-pipeline/.azure/azuredevops/cli/tools/artifacttool/ArtifactTool_osx-x64_0.2.372/artifacttool'

Steps to reproduce the behavior:

1. set homebrew to use Formula to download.
   $ HOMEBREW_NO_INSTALL_FROM_API=1 then $ brew tap --force homebrew/core
2. download azcli
   $ brew install --build-from-source azure-cli
3. add extention
   $ az extension add --name azure-devops
4. az login
   az login --service-principal -u {} -p {} --tenant {}
5. run az command

The above issue is similar and it's been suggested to manually override the default value.

Apparently, it defaults to installing the x86_64-version. From #25785 (comment):

# For Install
az bicep install --target-platform osx-arm64

# For Upgrade
az bicep upgrade --target-platform osx-arm64

It looks similar but it leaves me with doubts.

Questions

1. In my case, I did $ az extension add --name azure-devops. Is there a way to select a target-platform?
2. Regardless of the possibility of choosing the platform, it should detect automatically and install the corresponding version. Can you look into this if it's the case?
