[CLI] [Crash Restore points] Support restore point creation at regular interval

With the recent CrowdStrike issue, there are customers (non-Azure backup) who are looking for a fallback mechanism that would help with reverting their VMs to a previously known state.

As part of it we will be creating crash consistent restore points once per day and will retain them for 5 days for VMs using premium SKUs.
Customers will be able to opt in for this feature initially before defaulting it.

API will be available by May 2025.
