semver was pinned to 2.13.0 by #16857. I also thought it is unnecessary as this is a stable library.

According to https://packaging.python.org/en/latest/specifications/version-specifiers/#compatible-release

This operator MUST NOT be used with a single segment version number such as ~=1.

Bumping it in #31523.
