Azure Advisor - VM/VMSS Resize/Rightsize recommendations - inconsistent pricing between portal and CLI/CSV and PDF formats

Describe the bug

The Azure Advisor "Right-size or shutdown underutilized virtual machines" recommendation shows "Potential yearly savings based on discounted pricing" (in the Azure portal UI). However, the json output from az advisor recommendation list --category cost -o json or the "Download as CSV" and the "Download as PDF" options show retail savings instead of discounted pricing. This leads to a confusing user experience when attempting to investigate resize recommendations. Both the discounted and retail pricing values should be showed in all interfaces/methods of data extraction.
