WSL - Unable to upgrade from 2.72.0 to 2.73.0

Describe the bug

I am unable to run "az upgrade" on my Windows 2019 with WSL. The command starts and then gets stuck in a infinite loop trying to detect the latest version

Expected behavior

az upgrade should upgrade to latest available version. As of today, it is 2.73.0

2.72.0 is not the latest Azure CLI(2.73.0).

If you haven't already attempted to do so, please upgrade to the latest Azure CLI version by following https://learn.microsoft.com/en-us/cli/azure/update-azure-cli.

The infinite loop is a known issue of auto upgrade: #19196

Please refrain from using auto upgrade:

az config set auto-upgrade.enable=no

Please follow https://learn.microsoft.com/en-us/cli/azure/install-azure-cli-linux?view=azure-cli-latest&pivots=apt to upgrade Azure CLI.

Note that 2.73.0 is not released for Ubuntu 20.04 as Ubuntu 20.04 is no longer supported: #31208
