Add the --ids option for the az functionapp config appsettings list subcommand

Describe the solution you'd like
Currently, the list command only accepts the name and RG input instead of the Azure ID. All of the other commands in this subgroup accepts the --ids input parameter.

Describe alternatives you've considered
Our automation currently takes the Azure ID and extracts the RG, name and subscription, but it would be nice not having to code for this.
