" createws braga" encountering error

I am following the steps in the above and during createws braga, i encounter the following error

All packages listed in C:\Public\braga\msasidharan\packages.config are already installed.
Version 1.1.818 not found locally. Downloading from Azure DevOps...
WARNING: The command requires the extension azure-devops. It will be installed first.
ERROR: An error occurred. Pip failed with status code 3221225477. Use --debug for more information.

Expected behavior

createws braga should be succesful
