Tracking improvements in Core Tools release

This issue is tracking this post. Specifically, the following items:

1. The core-tools.official pipeline has consistently been running at ~2 hours and 15 minutes over the past 6 months. It would be great if we could drive this time down.
2. The core-tools-consolidated-artifacts.official has a few different issues:
   a. Generate SBoM Manifest has been failing for a while. This should be addressed before it becomes blocking.
   b. Under Test CLI Artifacts, I am seeing frequent timeouts as the jobs are hitting the time limit of 60 minutes. We should see how to ensure that these different tests are able to execute in less than an hour.
3. The core-tools.linuxbuild pipeline is getting flagged with a 1ES PT warning. The release team has been looking into this.

We can reassess the above in 2-3 months to track our progress.
