Pull Request Overview
This PR updates the third-party binaries signing list to add new assembly patterns for AppService, Functions, and WebJobs, consolidates OpenTelemetry instrumentation binaries using wildcard patterns, and removes Python executable patterns.
- Adds Microsoft.Azure.AppService., Microsoft.Azure.Functions., and Microsoft.Azure.WebJobs.* assemblies to the signing list
- Consolidates OpenTelemetry.Instrumentation.AspNetCore.dll and OpenTelemetry.Instrumentation.Http.dll into a wildcard pattern OpenTelemetry.Instrumentation.*.dll
- Removes Python executable patterns (t32.exe, t64.exe, w32.exe, w64.exe) from the signing list
