[HealthChecks] Publish health check metrics to legacy AppInsights SDK

Currently customer's on the legacy (non-OTEL) app insights SDK will not get any health metrics as app insights does not listen to Meter API.

We should add a meter listener to bridge the gap from Meters to AppInsights SDK.
