Why are there '-Clean' and '-Restart' switches for 'Publish-AzWebApp'?

I think this question is related to the issue #24234.

According to Microsoft Learn, when we use zip deployment, any files from an existing deployment that aren't found in the .zip file are deleted from your function app., and zip deployment restarts the app.

If so, why are there '-Clean' and '-Restart' switches for 'Publish-AzWebApp'?
