[BUG] mgmt containerinstance, local authentication methods are not allowed

This test method creates a container group with a file share volume in Azure. It defines a new container group with a Linux OS, public image registry, and a new Azure File Share volume. Then it starts the creation process asynchronously and verifies that the container group is created with one volume.This request was denied due to internal policy. Local authentication methods are not allowed.
