Need to support running live tests locally and from pipeline #53030
Description
The client libraries under the AI directory are not configured to record tests locally or have a live test pipeline set up. In order to do this, https://github.com/Azure/azure-sdk-for-net/blob/main/sdk/ai/test-resources.json would need to be updated to create all required resources and output all required env vars.
