Update project reference after new release of keyvault secrets

The latest changes to keyvault secrets broke the tests for keyvault configuration extensions. This PR updates the tests but needed to pin the dependency to a project reference. This should be reverted back to a PackageReference after Package.Data.props is updated with a higher version than 4.7.0.

Also update the temporary projectreference from this PR #53037
