NOTICE calls out gpl-3.0 for non-gpl-3.0 packages

Describe the bug
The packages at https://pypi.org/project/azure-ai-ml/1.29.0/ have a NOTICE file which lists pymssql and psycopg2-binary as GPL-3.0, as well as no licensing for mysql-connector-python.

Per PyPI pages, pymssql and psycopg2-binary both indicate they are some form of LGPL.

Does the NOTICE generation have a bug?

Our notice file was not being maintained, hence there were some bugs in the file which you rightly pointed out. We confirmed that since we are not copying any open source code (dependencies) into our package - we are only referencing it, we will go ahead and delete the NOTICE file.
