Describe the bug
The packages at https://pypi.org/project/azure-ai-ml/1.29.0/ have a NOTICE file which lists pymssql and psycopg2-binary as GPL-3.0, as well as no licensing for mysql-connector-python.
Per PyPI pages, pymssql and psycopg2-binary both indicate they are some form of LGPL.
Does the NOTICE generation have a bug?
