Get `azure-storage-extensions` building with `cibuildwheel==2.23.3`

This is the latest version of cibuildwheel that supports both python 3.9 (which we build on, as that's our earliest supported python version) and has a pypy311 output format capability.

Unfortunately, we are facing build errors

In the interim azure-storage-extensions is going to against pypy39 until this is addressable. PR for that visible here.
