Description

In regards to the GH issue: #43717

Delete NOTICE file for azure-ai-ml pypi package. We are not shipping/redistributing/copying open-source code, we are just pointing to those dependencies. Hence NOTICE file is not required.

PyPy 3.11 env test started running now (related PR: https://github.com/Azure/azure-sdk-for-python/pull/43712/files), so accordingly made changes in dev_requirements and disabled/updated tests. The tests were skipped where functionality is CPython-specific bytecode optimization and don't need to be run against PyPy env.

Have dropped a message to the owner for unavailability of azureml-dataprep-rslex in PyPy 3.11.
