Feature Summary

The current blob crate does not support creating sas URLs

Feature Description

While 0.7.0 added support for reading & writing blobs with sas URLs, it does not allow the creation of SAS URLs. It would be helpful to support creation of sas URLs, as user delegation SAS URLs are a common SFI compliant mechanism to create time-limited identity bound SAS URLs.
