Currently, this is used only by the CI to create Automatic PR Reviews.

We now have Entra ID token auth and we should pivot to using that instead, like the rest of our 3rd-party enabled endpoints.

Steps

1. Support Azure token auth on the Automatic API Review creation endpoint
2. Shift the CI to use that auth instead of key auth
3. Remove the Key Auth entirely
