Describe the current behavior

Current supported version is 2024-08-01 this has some limitations e.g. the highest supported postgresql version is 16, Azure currently supports 17 and 18 is in preview. These are both added in 2025-08-01

Describe the improvement

Add the newest version of Microsoft.DBforPostgreSQL flexibleServers resources would allow for ASO to create the newest version of postgresql that Azure supports

I would be happy to try to contribute the upgrade, this would be my first go at adding a new version so expect some hickups
