Update resources in the `insights` group

Describe the current behavior

Update all of these resources from the insights group to the latest available ARM API version:

• ActivityLogAlert
• AutoscaleSetting
• Component
• DataCollectionEndpoint
• DataCollectionRule
• DataCollectionRuleAssociation
• DiagnosticSetting
• MetricAlert
• PricingPlan
• ScheduledQueryRule
• Webtest
• Workbook

Use the latest stable version, if possible, or the latest preview version if not.

• Start by modifying azure-arm.yaml, being sure to pull forward to the new versions all the configuration from prior versions
• Don't remove any existing versions, we're only adding resources
• Create tests in controllers by replicating the existing tests
• Create samples under v2/samples similarly
• Be sure to validate your work using task but be aware that you don't have credentials to run against Azure, someone else will do the recordings of the tests.
