Support pylock.toml files to specify the python environment dependencies in Azure ML #3729

We now have an official python lock file format defined by PEP 751:
- https://packaging.python.org/en/latest/specifications/pylock-toml/#pylock-toml-spec
- https://peps.python.org/pep-0751/
It would be great to have the option to specify the set of python dependency for AML runs using this format instead of conda environement files or in addition to conda environment files.
