Add multiple scopes to the same block

In the configuration of a block with a space, today each block can only have one ip range. A new feature would be able to add multiple ranges in the same block(s).

Reasoning: When teams/regions/sites outgrow their current scopes, modifying the current scope might not always be possible as other teams/sites/regions could have come in the meantime.

The current workaround is making a new block and adding a number or other identifier to the same, e.g. myteam, myteam1.

The challenge in giving out multiple blocks to teams is that it can be harder to make them fully complete the old block as they are likely to just update their code and start using the new block, leaving the older one with ranges unused.
