Enable the ability to cancel a workflow in the “Waiting” state in Logic App Standard.

Currently, when concurrency is limited, incoming requests end up in a “Waiting” state until they proceed to the “Running” state, at which point they can be canceled. However, there is currently no way to cancel a run that is in the “Waiting” state. Please implement functionality to allow the cancellation of a workflow while it is still in the “Waiting” state.
