Add OS specific guidance for Log App Standard Development in VSCode

could really use guidance for configuring .Net core SDK dependencies for Windows, macOS (intel and m1).

Currently there is no mention of what SDK versions are required, and any additional steps necessary (adding .net SDK to PATH on macOS) to successfully use the Logic Apps designer.
