Feature: implement GetServiceDescription

This feature request proposes implementing the IFabricServiceManagementClient6->FSMC6_GetServiceDescription API binding to expose this functionality.

Use Case: We access partitioned microservices, and they are configured differently for different services. We need to programmatically determine the key range to correctly partition requests.

The IFabricServicemanagementClient6 does not contain this method from the open-source IDL file: https://github.com/microsoft/service-fabric/blob/master/src/prod/src/idl/public/FabricClient.idl#L755-L765
