Close Pull Request Action failing

I'm having the exact same problem as documented here: #1635. I'm using the vanilla workflow auto-created by Azure, the only exception being I changed the branch from main to qa. My site is pointing to the qa branch and the open PR workflow correctly creates the preview environment in that site. Any idea why it fails saying:

Looking for event info
The content server has rejected the request with: BadRequest
Reason: No matching static site found.
