Mockup page layout for Reference Doc

Given we are adding a lot more content to the Resource Reference pages, we should take the time to consider what the "ideal" layout is and what order we should present content in. This will affect both #26 and #27, though does not necessarily need to be a blocker. We could review this layout with the Bicep & TF communities.
