Feature request: Add notScopes attribute to the policy_assignments_to_modify schema

Add support for adjusting notScopes in policy assignments through the policy_assignments_to_modify variable. It would be great to be able to define notScopes for policy assignments without hardcoding it into the policy assignment file.
