The multiple issues you list in this word document seem to center around a single issue which is the use of DefaultAzureCredential() for authentication vs. AzureCliCredential() which resolves all of it?

@markjbrown most of the document is around the issue of using DefaultAzureCredential(). There is one other issue - when the deployment was done in an external subscription, this error was also encountered:
