[lePwH] Setup GitHub actions for using singularity with new ExtendableFEM tool

So far the tool is not added to actions.
I think we should only need to install singularity in the setup phase and add the tool to the workflow file.
However, as long as #41 stands the benchmark will not run for all configurations.
