Hoist aps_dm_setup from apsbits 1.0.5 #1147
Description
The aps_dm_setup function to prepare for use of the APS Data Management tools was dropped from the apsbits package. A version of that function can be found in apsbits 1.0.5 source.
Hoist that code to apstools. Other related code might be a good candidate for hoist, as well.
