Can not build

I am doing .\gradlew build in power shell. It returns with Error: Could not find or load main class org.gradle.wrapper.GradleWrapperMain I am pretty new with minecraft mods, what am I doing wrong when compiling?

Also, the server Im going to do this on has a chat reaction bot which uses colors in its message. How would I change the mod to conform to this; do i need to?

Sorry... this was just a showcase for a server that used it. It is pretty hardcoded and I never finished this.

The main reason why it is so, is that forge in 1.13.2 was not finished and the user config was not done yet.
