Datapack for empty overworld but retains nether and end?

As the title says, it would be great if a skyvoid worldgen pack like the normal-end also had a normal nether

I think I can split off each dimension so each one is selectable and more customizable, but it'll require pretty much an overhaul of how things work right now. I'll keep this issue open for when I do make the split.
