Does this module provide support for obtaining an IP camera streaming URL that allows online video transmission without using RTSP, preferably with a globally accessible URL?

Maybe you need to config your router to forward port to local camera IP + local port that you want to access from outside world. And RTSP can be accessed through public IP (which is from your internet provider that you use, simply go to ifconfig.me to know your public ip)
