Windows package on PyPI is at version 0.4.25 while OSX and Linux packages are at 0.4.28

On windows, when I do a pip install redner, version 0.4.25 gets installed, causing me to a hit a bug that was fixed after 0.4.25. Linux and OSX pacakges on PyPI are at version 0.4.28 already.
I am able to build the python wheel from source on Windows for the latest commit (ac80f80) on the master branch fine.
