App Requests

This ticket is to implement something that allows logged in users who have an idea for an app to state it as a wanted app.
This way, developers who want to make something can get some good ideas.

We could implement this with a project status: 'Wanted' | ' In Progress' | 'Working' 
Separately there could be "Help Wanted" field on projects
